Introduction to Employer Tax Obligations

As an employer in Tanzania, you have several tax obligations that must be met on behalf of your employees. Understanding PAYE, SDL, and WHT is essential for compliance and avoiding penalties from the Tanzania Revenue Authority (TRA).

1. PAYE (Pay As You Earn)

PAYE is the tax deducted from employees' salaries and wages. Employers are required to:

  • Calculate and deduct: Correct amount of tax based on TRA's tax tables
  • File and pay: Monthly PAYE returns by the 20th of the following month
  • Maintain records: Keep employee records for at least 5 years
  • Issue payslips: Provide employees with payslips showing deductions

PAYE Tax Rates (2026)

  • 0%: Up to TZS 270,000 per month
  • 8%: TZS 270,001 - 520,000
  • 20%: TZS 520,001 - 760,000
  • 25%: TZS 760,001 - 1,000,000
  • 30%: Above TZS 1,000,000

2. SDL (Skills Development Levy)

The Skills Development Levy is a contribution by employers to support workforce training and development. Key points:

  • Rate: 6% of the employee's gross salary
  • Employer Responsibility: Paid entirely by the employer
  • Filing: Monthly return filed with TRA
  • Deadline: By the 20th of the following month
  • Exemptions: Agriculture, NGOs, and some specific sectors

3. WHT (Withholding Tax)

Withholding Tax is deducted at source on certain payments. Employers must:

  • Identify applicable payments: Rent, interest, dividends, professional fees, etc.
  • Deduct correct rate: Rates vary based on the type of payment and recipient
  • File and pay: Monthly WHT returns by the 20th of the following month
  • Issue certificates: Provide WHT certificates to recipients

Common WHT Rates

  • Rent: 10% for resident landlords, 15% for non-residents
  • Interest: 10% for residents, 15% for non-residents
  • Professional Fees: 10% for residents, 15% for non-residents
  • Dividends: 10% for residents, 15% for non-residents
  • Director's Fees: 10% for residents, 15% for non-residents
